Autumn Conference of the Cable Television Association
in Poland – Chamber of Commerce
21th October 2026
Paweł Kossecki took part in this year’s Autumn Conference of the Polish Cable Television Association – Chamber of Commerce. During his presentation, he addressed two important issues from the perspective of entrepreneurs in the telecommunications sector: JPK CIT and JPK PIT, and the transparency of settlements with the Organisation for the Protection of Copyright (OZZ) in the context of the legal and economic aspects of determining the basis for calculating fees payable to the OZZ in the field of cable retransmission following the amendment to the Act on Audiovisual Services and Broadcasting (UPAiPP) in 2024.
The new reporting obligations pose a major challenge, particularly for the SME sector, involving high costs, whilst the potential benefits of so-called ‘budget consolidation’ are highly questionable. In the telecommunications sector, the implementation of JPK CIT and JPK PIT poses a particular challenge due to the scale of operations, the complexity of settlements and the large volume of data processed in financial and accounting systems. The large number of transactions and the complex system environment mean that adapting reporting to the new JPK structures will require not only technological changes but also a review of data quality and existing processes.
The second issue raised by Paweł was the transparency of settlements with collective management organisations in the context of cable rebroadcasting fees following the amendment to the UPAiPP. This topic encompasses both the legal and economic aspects of determining these fees. Unfortunately, the amendment to the UPAiPP raises more questions than it answers. There is a high risk of a further wave of disputes concerning how to calculate fees and what the rates should be for new rights holders and those already receiving remuneration.
